The following Focus Groups results rom the 2010 AMM

are published for member information.

 

FG #1: Civilian Education

 

Recommend Instituting Formal Civilian education requirements for the Warrant Officer community utilizing:

 

Maintain Status Quo for Accessions only - High School Graduate or GED & appropriate branch proponent civilian education requirements and recommendations.

 

- Associates degree or 60 semester credit hours REQUIRED prior to eligibility for promotion to CW3.

- Completion of undergraduate degree REQUIRED prior to eligibility for promotion to CW4.

- Graduate level/Masters degree is RECOMMENDED prior to eligibility for promotion to CW5.

FG #2: Warrant Officer Primary Military Education Requirements.  Are They Adequate and Appropriate? 

 

Recommendation:

 

- PME should be tied to promotion and managed by HRC. 

- Add leader/command team training at the WOBC/WOAC/WOSC levels. 

- WO's should attend PME earlier in their careers. 

- Compo 1 attendance at PME should be scheduled in conjunction with PCS moves. 

- All regulations regarding promotions and PME should be adjusted in conjunction with future policy.

FG #3 & #4 (combined): Protocol Initiative Update

 

Recommended Changes to DA PAM 600-60 Table D-1

  • WO ranks should be broken down individually with the recommended precedence listed below:

  • WO1:  Company Grade Officers commensurate to 1LT  - VIP Code 8

  • CW2:   Company Grade Officers commensurate to CPT - VIP Code 8

  • CW3:   Field Grade Officers commensurate to MAJ - VIP Code 8

  • CW4:   Field Grade Officers commensurate to LTC - VIP Code 8

  • CW5:   Senior Officers commensurate to COL - VIP Code 7

• Specific Position Precedence:

  • 011A or Nominative Positions equal to the level for which they serve

  • Senior Warrant Officer Advisor to the CSA: VIP Code 4 (Same as SMA)

  • Senior Warrant Officer Advisor to VCSA: VIP Code 5

  • Senior Warrant Officer Advisor to Secretary of the Army: VIP Code 5

  • Deputy Commandant Warrant Officer Career College:  VIP Code 7

  • CASCOM Senior Warrant Officer:  VIP Code 7

  • Chief Warrant Officers of the Branch: VIP Code: 7

  • Command Chief Warrant Officers: VIP Code: 7

*Include WO positions in personal and special staff of General Officers

 

Recommendation:

 

- USAWOA AMM agrees in principle to Protocol Initiative

- USAWOA Board of Directors (BOD) develops a letter of support to SWOAC

FOCUS GROUP 3&4’S RECOMMENDATION WAS VOTED ON AND PASSED BY THE BODY

 


 

FG #5: What training should Senior Warrant Officer's with assignments to General Officer Staff have to better prepare them for that level of their careers?

 

Recommendation:

 

We highly believe that this issue impacts all Warrant Officers of all ranks in the Active Duty Army, the United States Army National Guard and the United States Army Reserve. There are two separate situations that require some type of formal (Resident/DL) training—Working on a GO staff and working outside technical expertise.

 

Our recommendation is that the Warrant Officer Career College establish a 40 hour DL (Min) course followed by a minimum one week, TDY in route resident course to allow Warrant Officers the proper training prior to starting a very stressful assignment working with GO’s and DOD Joint Staff.  This course should not be rank dependent; however, it should be based on duty assignment.  

Furthermore, there should be some consideration of formal instruction (DL or Resident) for those Warrant Officers that are being assigned to Staff Offices such as a S/G staff.

These assignments, over time, should have a special code that allows Assignment Officers to select the most qualified.  

 

We have concluded that this issue should be forwarded to the Senior Warrant Officer Advisory Council and the Warrant Officer Senior Advisory Council for action and further discussion.

FOCUS GROUP 5’S RECOMMENDATION WAS VOTED ON AND PASSED BY THE BODY 

 


 

FG #6: Realignment of USAWOA Regions - Is it Necessary? Do we need Regions? Do we need Region Directors?

The Group recommendations were as follows:

 Support COA 3 going to five regions

 Combine European Region with either Northeastern or Southeastern Region

• Realign all regions based on potential members (approximately 20,000 per region)

• Revisit the region potential membership on a cyclical basis (maybe every five years)
