Agendas are provided below to provide you with an insight into the planning for the Annual Meeting. All agendas are subject to change.

Focus Group Topics. The USAWOA Past Presidents Council is researching material for these topics. Reference material will be post once is it become available.

  1. Are the established civilian educational levels for Warrant Officers appropriate for current operational environment? Most of our MOS only requires a high school degree (or equivalent). The question is not suggested to change the entry level needs but rather to require higher level of education to continue to the higher ranks. Starting next FY all WO (including WO1s will be commissioned). This is an issue that the VCSA indicated that he felt was needed and that he fully supports.

  2. Are the current Professional Military Education opportunities for Warrant Officers timely and appropriate for their operational environment requirements? This is referring to all of our training given by TRADOC. These courses include (but necessarily limited to) WOBC, WOAC, WOSC and WOSSC.  Some have suggested that the training that they receive at each of these courses should have been offered 3-5 years earlier.

  3. What actions can Warrant Officers take to facilitate a significant change in the legacy mindset, e.g., senior Warrant Officers must embrace the fact that all Warrant Officers are leaders and must promulgate that understanding? This was a major issue that was brought up in the Warrant Officer Summit at Fort Rucker in early June. Many would like to better define this issue and make significant strides to improve the warrant officer corps farther into the future sooner rather than later.

  4. VCSA has mandated that the WO corps is a part of the Officer corps. Many regulations make a lear and wide separation between the WO grades and “O” grade officers.  Others do not make any mention of a difference. What regulations and content need to be updated to accommodate this mandate? Too many times the WO is over looked as we are only 2% of the Army and 17% of the officer corps. Many times issues are addressed without any mention of WO, which then makes them beg the question if they were over looked or left out intentionally.

  5. At the most senor levels of our WO corps are many positions that require the CW5s to work at the General Officer Levels. GO themselves are offered numerous courses to better prepare them for these new assignments.  What training should the Sr. WO with assignments have to better prepare them for that level of their careers? For example should the WO be required to attend the Brigade Pre-Command course, the Joint Operations Pre-Command Course the National Defense University (NDU) presents three particular courses for Army senior leaders preparing to work at the General Officer level? The CAPSTONE Course is for new flag officers. The KEYSTONE, this course is for senior enlisted leaders serving in a flag officer HQ. Finally, the Joint Forces Staff College offers the Senior Enlisted Joint Professional Military Education course. Although many senior Warrant Officers are assigned to flag officer headquarters around our Army there is no senior schooling available for Warrant Officers at National Defense University. If these type courses are important for new flag officers and senior enlisted leaders, would they not be important for Warrant Officers working at the flag officer level? Considering the number of Warrant Officers working at the GO level (state CCWO, Branch CWOB/ RCWO, branch Proponency warrants, SOF senior warrants, future growth at Division, etc) a case may be made for a change.
