Don Stivers’ Warrant Officer Print “LET GO!” - USAWOA offers the unique Warrant Officer art by the late contemporary military artist Don Stivers. One thousand prints were commissioned. Each bears the USAWOA logo, serial number, & the signature of the late artist's daughter . The artwork commemorates the birth of the Army Warrant Officer Corps: that being the July 1918 act of Congress founding the Army Mine Planter Service as part of the Coast Artillery Corps.  The act designated warrant officers to serve as masters, mates, chief engineers & assistant engineers of mine-planting vessels - see more.

New Systems Make Military Moves More Efficient - With the busiest season for permanent-change-of-station moves under way, officials at U.S. Transportation Command are encouraging servicemembers to take advantage of new systems designed to make the process more convenient and efficient. Transcom launched the new Personally Procured Move, or PPM, system to better compensate servicemembers who personally move their household goods on military orders, said Dolly Davidson, a change management outreach specialist at Transcom. PPM replaced the old "Do It Yourself," or DITY, move system. Under PPM, servicemembers can receive up to 95 percent of what it would cost the government to move their goods using a commercial carrier. They can hire a commercial mover if they choose, move some or all of their goods themselves, and pocket any savings they receive. While converting to PPM, Transcom also introduced a new system, the Defense Personal Property System, to process and manage household moves. DPS is a computerized management system for moving the household goods of military members and Defense Department civilians, Davidson explained. It automates many steps involved in military moves: pre-move counseling, scheduling, tracking, invoicing and claims-filing for household goods shipments. This eliminates the need for servicemembers to schedule appointments at their base to arrange their household goods moves face-to-face, she said, allowing them to make arrangements anywhere, any time. New Eligibility Criteria for DOD ESGR Patriot Award includes Spouses’ Employers - The Employer Support of the Guard and Reserve (ESGR) Patriot Award program recognizes employers for implementing employment policies and practices that are supportive of their employees’ participation in the National Guard and Reserve.  The Patriot Award certificate is intended for an immediate supervisor.  In the past, individual Reserve Component members have nominated their employers for the Patriot Award.  Service members remain eligible to nominate their employers.  It is significant to have an employer who shows flexibility and support for a military family, to allow a military spouse to juggle and balance the responsibilities of being a parent and an employee, especially when his or her spouse is deployed.  Therefore, ESGR is proud to announce an expansion of the Patriot Award eligibility criteria to include employers of service members’ spouses.  Spouses and service members can go to www.esgr.org/pa to nominate your employers and learn more. 6/22/10

Afterdeployment.org - a joint U. S. Government initiative, offers service members and veterans information on 18 behavioral health care topics, including post-traumatic stress, depression, anger, and anxiety. The site also provides information on topics that might impact a service member’s mental health: mild traumatic brain injury, military sexual trauma, tobacco, and alcohol and drugs. 6/8/10

 

Soldiers and civilian employees, is now open to anyone who wants to tell an Army story. Launched in January 2008 by Army Accessions Command as a social media outreach effort, Armystrongstories.com also has an updated look, easy-to-navigate layout, and greater integration with video and Facebook. As the higher headquarters for U.S. Army Recruiting Command and U.S. Army Cadet Command, Accessions Command is made up of more than 18,400 Soldiers and civilians that have more direct contact with the American public than any other Army Command. In May 2010, the Chemical, Biological, Radiological & Nuclear School (CBRN) at Fort Leavenworth, KS started new Warrant Officer program. Implementing the CBRN warrant officer program requires the Chemical officer branch to convert 13 percent of its positions to warrant officer positions, ultimately decreasing the number of Branch Detail officers accessed by 30-50 percent. These officer conversions apply to all three components: Active Army, National Guard and Army Reserve. The adjustment provides an increased opportunity for many CBRN lieutenants to serve in platoon leader positions that previously were filled by branch detail officers - see the article published in the March 2010 NEWSLINER of the U. Special Forces Warrant Officer Institute graduates final class before gaining unique appointing authority - On April 28, 2010, after 16 weeks of advanced training at Fort Bragg, Special Forces Soldiers who left their battalions wearing the chevrons of noncommissioned officers return to those same battalions as warrant officers, ready to command or help command Special Forces operational detachments. This class of warrant officers graduating from the certification course will be the last to do so under the John F. Kennedy Special Warfare Center & School's temporary appointment authority. Awards and Decorations

 

1st Armored Division and some subordinate units awarded the Meritorious Unit Citation - The 1st Armored Division Headquarters Company,  1st Armored Division Band, 75th Fires Brigade Headquarters Battery, 30th Military History Detachment, 146th Signal Company and the 501st Military Police Company received the Meritorious Unit Commendation for Operation Iraqi Freedom 08-09. Soldiers who served with these units during the period of 28 October 2007 to 9 December 2008 are encouraged to visit their S1s to update their records accordingly. See Permanent Order. 7/8/10

 

Fourteen US troops receive German medals for bravery - among them were six warrant officers assigned to the 12th Combat Aviation Brigade - see more. 5/18/10

 

Army's top junior officers recognized with MacArthur award - Twenty-eight of the Army's most promising captains and warrant officers were lauded at the 23rd Annual General Douglas MacArthur Leadership awards ceremony at the Pentagon on May 26th. The three Warrant Officers receiving MacArthur Awards presented by Chief of Staff of the Army Gen. George W. Casey Jr. were: Chief Warrant Officer Ricky W. Fowler, U.S. Army Special Operations Command (Active Army); Chief Warrant Officer Mark J. Simon, Rhode Island Army National Guard (Army National Guard; and Chief Warrant Officer Thomas A. HSM authorized for military personnel participating in Operation Unified Response in Haiti - Award of the Humanitarian Service Medal to personnel participating in OUR for the period 13 Jan 10 through 4 Feb 10 has been approved. MILPER Message 10-117 28 APR 10 announces the addition of Operation Unified Response to AR 600-8-22, Military Awards, Appendix C, Table C-1. DOD and HQDA have approved the HSM for Operation Unified Response for the period 13 Jan 10 to 4 Feb 10. Determination of individual eligibility is delegated to the Commander, US Southern Command. Authority to determine individual eligibility may be further delegated down to COL commanders at the operational level. Now is the ‘Time’ to let troops know they are not forgotten - Fortunately, the Department of Defense’s largest and oldest Exchange Service operates retail facilities, including more than 900 Exchanges, fast food restaurants, services and concessions throughout the Middle East, that accept gift cards. Exchange gift cards are an excellent way to send troops what they want as they can select their own gifts. While only authorized military shoppers can redeem AAFES gift cards, any American can send them by simply calling 800-527-2345 or logging on to www.aafes.org and clicking “Gift Cards/Certificates for Our Troops” icon. From there, AAFES gift cards, ranging in values from $10 to $500, can be addressed to a specific Soldier, Airman, Sailor or Marine or sent to “any service member” through the American Red Cross, Fisher House Foundation, USO, Soldier and Family Assistance Center, Air Force Aid Society or Navy-Marine Corps Relief Society.6/29/10

 

AAFES Now Accepting Printed Coupons - The Army and Air Force Exchange Service is now accepting manufacturers’ coupons printed from the Internet. AAFES joins the commissary system and its sister exchange services – Navy exchanges and Marine Corps exchanges – and many private sector businesses who already accept Internet Coupons. Online coupons can be found at manufacturers’ websites and at countless online discount portals. AAFES requires the words “manufacturer coupon,” a bar code, expiration date, redemption address, usage policy. For coupons with an open dollar value, where a customer can get something for free, cashiers must fill in the coupon with the AAFES price, according to the policy. 5/25/10

Officials Warn of 'Phishing' Scams Targeting Troops - U. .S. Strategic Command officials are urging renewed vigilance against Internet-based identity theft after detecting a widespread "phishing" expedition against service members. Phishing is a term used to describe deceiving people into divulging personal information such as passwords or account numbers over the Internet. Beginning as early as May 2009 and lasting as late as March 2010, numerous fraudulent e-mails were sent to financial customers of USAA and Navy Federal Credit Union. While these e-mails may appear to be legitimate, it's important to remember USAA and Navy Federal Credit Union will never ask for [personal identification] or to verify financial institution data via e-mail. Although the e-mails have official-looking logos, headers and signature blocks, "these are all common cyber espionage 'spear-phishing' tactics used to trick recipients." - see more. 5/13/10

Pay, Allowances and Insurance

U.S. Savings Bond program going all-electronic - If you have an allotment to buy U.S. savings bonds through your military pay, you need to take a couple of steps before the U.S. Savings Bond Payroll Savings Plan goes all electronic by the end of August. By July 31, you must:

Contact your payroll officer to get copies of the necessary paperwork to handle the transition.

• Create an account on TreasuryDirect.gov, a secure website where you can purchase savings bonds and other Treasury securities.

Civilian employees paid by the Defense Finance and Accounting Service will need to take the same steps by Aug. 31; all other government employees have until Sept. 30.  7/15/10

 

Gates concedes fight against 1.9% pay raise - Defense Secretary Robert Gates waved the white flag Thursday over the House Armed Services Committee’s decision to boost the Pentagon’s basic pay raise request for fiscal 2011 by half a percentage point, saying he would not recommend a presidential veto if the proposal is included in the final defense spending bill. “I want change,” Gates told reporters at the Pentagon. “But I’m not crazy.” 5/27/10

 

VA Announces Cut in Insurance Premiums - On April 29, 2010 the VA announced that military personnel insuring their families under the Servicemembers' Group Life Insurance (SGLI) program will have reduced out-of-pocket expenses beginning July 1. Family SGLI (FSGLI) monthly premium rates will be reduced for all age groups by an average of 8 percent. The new rates are based on revised estimates for the cost of the program. This is the third time that premiums have been reduced since the FSGLI program began in November 2001. Spousal premiums were previously reduced for all age groups in 2003 and 2006. FSGLI coverage provides life insurance protection to military personnel for their spouses and children. Children are automatically insured for $10,000, with no premiums charged - see more. 5/4/10

TRICARE, Medicare, and VA Benefits

 

Bronze medallions available for headstones - The Department of Veterans Affairs is offering bronze medallions to attach to existing, privately purchased headstones or markers, signifying a deceased's status as a Veteran. The new item can be furnished instead of a traditional government headstone or marker for veterans whose death occurred on or after Nov. 1, 1990, and whose grave in a private cemetery is marked with a privately purchased headstone or marker - see more. 7/6/2010

 

21% Medicare/TRICARE Cut Reversed – For Now - Last week, we urged our members to join in with MOAA members to email their House members to quickly pass legislation approved by the Senate (H.R. 3962) to restore full Medicare/TRICARE payments to doctors through the end of November 2010. Initially, House leaders planned to delay action on that measure until the Senate passed a broader jobs bill. After more than 17,000 MOAA members contacted their House members to urge immediate action, House leaders finally brought up and passed the bill Thursday night. The President is expected to sign it into law immediately. It will reverse a 21% payment cut that the flawed statutory payment formula had imposed on Medicare as of June 1. Medicare held up processing claims for more than two weeks beyond that date in hopes of quick Hill action, but finally had to implement the reduced payments for claims since June 1 as Congress continued to drag its feet. Now that the fix is done, Medicare will have to reprocess the affected claims and pay doctors the difference. TRICARE never got to the point of implementing the 21% cut, as TRICARE payment changes normally trail Medicare's by 30 to 60 days. We appreciate Congress taking action to stave off the cuts, but the unfortunate reality is that all this bill did was kick the problem downstream six months until after the election. This means Congress will have to act again in the coming months to keep the 21% cut from being reinstated as of December 1. 6/29/10

 

TRICARE Enrollment Updates a Click Away - As many as 400,000 permanent change of station (PCS) moves could occur in 2010. Dr. Charles Rice, who is performing the duties of the assistant secretary of defense for health affairs, is encouraging active duty service members and their families to head to the Web when transferring to a new duty station. Preauthorization Now Required for Skilled Nursing Facility Care for Medicare-eligible TRICARE Beneficiaries - A new requirement means that skilled nursing facilities will have to preauthorize care provided to Medicare-eligible TRICARE beneficiaries once Medicare benefits are exhausted and TRICARE becomes the primary health coverage - see more. 6/22/10

 

New TRICARE Online Feature Allows Users to Save Personal Health Data to Their Computer - A new feature on TRICARE Online now allows users to save their personal health data such as medication and allergy profiles, demographic information and a personal health summary to a Portable Document Format (PDF) file on their computer. TRICARE Provides Deductible-Free Hospice Benefit - The final stages of life can be difficult for patients and their families. To make these last days easier, TRICARE’s hospice care benefit is a service focused on patients to give them the supportive services they need near the end of life. Hospice is a zero-deductible benefit and it gives TRICARE beneficiaries access to personal care and home health aide assistance. It initially provides two 90-day periods of care, followed by an unlimited number of 60-day periods. Each period requires prior authorization from the regional health care contractor - see more. 5/27/10

This program applies to Regular Army aviation warrant officers IAW Title 37, Section 334, US Code. Army Reserve, including AGR and mobilized reserve warrant officers, are not authorized to participate in this program. Army Reserve, including AGR and mobilized reserve warrant officers, are not authorized to participate in this program. MILPER MESSAGE NUMBER 09-268 CRITICAL SKILLS RETENTION BONUS (CSRB) PROGRAM FOR MILITARY INTELLIGENCE WARRANT OFFICERS ISSUED: [09 NOV 09]. This message continues the critical skills retention bonus (CSRB) program for select MI warrant officers from 1 Oct 09 to 30 Sep 10. This program is for active duty warrant officers only. AGR and mobilized reserve/national guard are not authorized to participate in the program. This message extends the MI warrant officer CSRB program for retirement-eligible career warrant officers in specific MOS of 350F, 351L, and 351M with between 20 - 23 years active federal service, and who are fully eligible for continued service. These warrant officers may request CSRB entitlement up to 25 years active federal service. See the message for more information.

 

MILPER MESSAGE NUMBER 10-052 FY 2011 WARRANT OFFICER APPLICATIONS FOR ACTIVE DUTY AND RESERVE VETERINARY SERVICES FOOD SAFETY OFFICER (MOS 640A) ISSUED: [22 FEB 10]. This message solicits applications from qualified active duty and reserve enlisted personnel for the FY 11 Veterinary Service Warrant Officer Training Program. MILPER MESSAGE NUMBER 10-106 ASSIGNMENT INCENTIVE PAY (AIP) - 160TH SPECIAL OPERATIONS AVIATION REGIMENT (AIRBORNE) ISSUED: [13 APR 10]. OSD P&R authorizes the Army to offer one of the two 160th SOAR(A) AIP program options to eligible aviation warrant officers as follows: Initial assignment: Aviation warrant officers (AWOS) who volunteer for duty with the 160th SOAR(A), successfully complete qualification training at the special operations aviation training company, and who have an MOS of 152C, 153E, or 154E are eligible for AIP. Eligible AWOS will execute a written agreement to serve with the regiment for a minimum 48-month assignment and will be paid a one-time lump sum payment of $10,000; Assignment continuation: AWOS with 21 years active federal service or greater who are assigned to the 160th SOAR(A) and have an MOS of 152C, 153E, or 154E are eligible for AIP. Eligible warrant officers will execute a written agreement to serve an additional 24 months with the regiment and will be paid $1000 per month for the obligated period.
