SUMMARY OF QUALIFICATIONS

 

A substantial number of years of steadily increasing management accomplishments in management information systems.  Strong experience and qualifications in operational management and corporation strategic planning.  Particular strengths include the downsizing, reversal and redirection of organizational performance through reengineering functional processes and information systems.

 

EXPERIENCE

 

INFORMATION SYSTEMS MANAGEMENT

Senior Plans and Program Officer.   Provided top of the system planning, support and management in the areas of software development, computer and telecommunications operations and support in 6 locations with staff of 1200 government and contractor personnel and a budget of over 60 million dollars and assets in excess of one billion dollars.

  • Developed the program and plan that resulted in the Secretary of the Army selecting our organization as one of only 12 Reinvention Laboratories.

  • Planned and directed conversion of an outsourced software and computer operation into an in-house operation resulting in an annual savings of $6.6 million dollars.

  • Planned, directed and implemented Reengineering of organization headquarters.

  • Analyzed, created, and implemented the successful migration of our organization between two major parent corporations with no interruption of services.

Senior Office Automation and Telecommunications Officer.   Managed the technical direction, provided guidance, and supervision for agency-wide office automation and telecommunications support in 168 locations in the United States and its possessions.

  • Reduced agency lease telecommunications lines by over 60% from 56,000 miles to 23,000 miles resulting in a 40% reduction in line costs.

  • Planned and implemented agency-wide network management and control program improving circuit utilization and availability by over 100%.

  •  Introduced the first micro-computer into the agency, developed the first set of micro-computer hardware and software standards and centralized office automation acquisition greatly reducing both capital expenditures and sustainment costs.

SPECIAL QUALIFICATIONS

  • Top Secret Clearance

PROCUREMENT MANAGEMENT AND SUPPORT

Senior Technical Advisor.  Advised various civil and military departments in the request for, use of, operations, and billing government-wide telecommunications and ADP service contracts.  Technically monitored 15 contracts with a combine monthly billing of in excess of ten million dollars. 

  • Served as a GSA advisor to the Alexandria Grand Jury in its investigation of contract Fraud, Waste and Abuse which resulted in severe jail penalties to several of the parties under investigation. 

  •  Introduced remote service algorithm tests as a standard procedure in validating contractor’s billing algorithms.

MILITARY OPERATIONS, TRAINING AND SUPPORT

Senior Staff Member, United States Army.   Served in a variety of locations and positions to include operations and maintenance of highly technical electronic systems, technical advisor on large-scale government acquisitions, technical service school instructor.  Culminated with an assignment as the Army’s Lead Technical Point of Contact on a contract with a value of in excess of one hundred million dollars.

  • Member of the Board, Pentagon Federal Credit Union, one of the top three in the United States since 1985.  Served as Vice Chairman, BOD; Treasurer, BOD; Chairman, Employee Benefits Committee; Past Chairman, Bylaws Committee; Chairman, Past Vice Chairman, Strategic Planning Committee; Chairman, Financial Management Committee.

  • Chairman and Member of the Board, Pentagon Federal Credit Union Foundation since 2002.

  • Have completed all elements of both the Volunteer Achievement (39 modules) and Volunteer Leadership (12 modules) Programs currently available from the Credit Union National Association (CUNA). 

  • Completed the Northwestern University’s CU Directors Leadership Institute and have been accredited as a Certified Credit Union Director (CCD).  (18 years).

  • Completed the National Credit Union Foundation’s sponsored Credit Union Development Educator (CUDE) Program (2000).

  • Completed the Stanford Graduate School Of Business’ Financial Accounting for Non-Financial Executives Program (2003). 

  • Member of the Military Affairs Taskforce, Defense Credit Union Council, CUNA, 1999-2000

  • Member of the Board, Pentagon Federal Insurance Service Corp, a credit union owned Insurance and Financial Service organization. (Three year)

  • Incorporator and Member of the Board, and currently Acting Treasurer, USA Warrant Officers Association Scholarship Foundation since 2003

Personal information:  Married to Rose Marie (Cirrito) Scott since 1955.  They have four children living in Virginia, Colorado and Florida, 10 grandchildren and two great grandchildren.
