CW5 Charmaine Hilliard serves as the National President of the United States Army Warrant Officers Association (USAWOA) and as the principal executive officer of the Association. In this role, she supervises and controls the business and administrative affairs of the Association, serving as Chairperson of the National Board of Directors, the Executive Committee, the Council of Presidents, and the Annual Meeting of the Members (AMM).

A dedicated senior leader in the Warrant Officer cohort, CW5 Hilliard leads strategic advocacy initiatives on behalf of Active Duty, National Guard, U.S. Army Reserve, and Retired Warrant Officers and their families worldwide.

CW5 Alicia Fuller serves as the National Vice President of the United States Army Warrant Officers Association (USAWOA). Working alongside the National President and Executive Committee, she assists in steering national committee programs, regional operations, and legislative advocacy priorities across the cohort.

CW5 Fuller is a Life Member of the USAWOA and brings extensive military leadership experience and commitment to Warrant Officer professional development, mentorship, and cohort readiness.

CW4 Alexander Pinckney serves as the National Secretary of the United States Army Warrant Officers Association (USAWOA). He oversees official records management, National Board minutes, governance policy documentation, and administrative communications for the National Board of Directors and the Annual Meeting of the Members.

CW4 Pinckney actively contributes to strengthening chapter coordination and maintaining official association historical and administrative records.

CW3 Mathew "Matt" Tolbert is the National Treasurer of the United States Army Warrant Officers Association (USAWOA) and Chairperson of the National Budget and Finance Committee. Prior to accepting his national position, he served as Chapter President of the Terrapin Chapter USAWOA, which he and his fellow Warrant Officers successfully reconstituted.

CW3 Tolbert is an active-duty U.S. Army Warrant Officer with over 22 years of total service and 10 years as a Warrant Officer, serving as an analyst technician within the Department of Defense. He holds a Master's in Security Studies from Angelo State University. He is married to Ashley, herself an Army veteran, and they have three children: Andrew, Alexander, and Amelia.

The Executive Director leads our association’s daily headquarters operations, legislative advocacy, and strategic partnership initiatives.
